Cosmos comes with a standard library, albeit not being as full fledged as one might expect in this day and age, it is supposed to be able to grow over time.
In particular through the testing namespace.
The general idea is to have the runtime and core libraries be highly generic for anything from embedded code, kernel mode driver code, over distributed and networked code, all the way to application and desktop code.
